Neither.
Breakfast tacos are from the Valley or the Mexican border if they are from anywhere. A friend of mine came down from New York a few years ago and discovered that yes, you can have tacos for breakfast. What a revelation! I'm sure that moment happened for a lot of people involved in this debate.
But people who's families lived in the Valley from before there was a Texas had always had them. Breakfast tacos where never a thing in the Valley because they had always been a thing in the Valley.
So, shut up already. It isn't cute. Vaqueros and Cowboys probably "invented" breakfast tacos many times in many places out of necessity. While we are on the subject, Aztec warriors probably put doves eggs in their masa and eat it for breakfast.
